Huh.... I think they're just trying to advertise Bank of America branches in Mexico. Much more detail is needed though; Are there fees for using the ATM's? Do the branches have English and other language speakers present as a matter of standard operations? Are there financial activities foreigners (Non-Mexicans) are prohibited from attempting there? What limit restrictions would non-Mexicans be subject to with regard to wire transfers etc.?

I am sure there must be fees for accessing ATM's in foreign countries, especially if they will also do a currency conversion at the same time.

This is what I have found:My bank in the USA never charges me a service fee. I've used ATMs throughout Central and South America. I also find they give me a better exchange rate than local currency exchanges, walking into local banks (sometimes you get the worst rates that way) and better than using a South American bank ATM card on a dollar account. Look for a bank account in the USA that doesn't hit you up for little fees and you should be ok.

Well, Mr. Bill G who doesn't know how to use capital letters in sentence construction. What if you are sleeping so soundly in the comfort of your home when suddenly you are slapped and find that thieves in your room pointing a gun at your head. They started to look for anything valuable including turning your pillows and bedsheets and then there is your money. They robbed you out but let you live, so what do you think of that scenario?
